PETITION TO FIFE LAKE TOWNSHIP
SUBJECT: SPECIAL ASSESSMENT DISTRICT TO FUND NUISANCE AQUATIC WEED CONTROL IN
FIFE LAKE
Fife Lake needs long term aquatic weed control in order to protect the lake from
overpopulating weed growth.
This request is for a special weed controls and eradication assessment. If
approved it will allow a more detailed cleanup of problem areas while
maintaining within the guidelines set forth by the Department of Environmental
Quality (DEQ), and the DNR.
The Estimate cost for residents in this district is $75,000 per year. This
assessment will be an annual assessment for a five year period of time. Nuisance
aquatic weed control is a continuing improvement subject to annual periodic cost
revision and assessment which can be affected by circumstances such as grant
funds and successful prior year treatments. It will be charged on the tax rolls
to each of the tax identified properties and deeded access lots fronting on Fife
Lake. The township shall be required to keep these funds in a separate interest
bearing account and be used for no other purpose than nuisance weed control in
Fife Lake. All tax identification numbered lake front properties will be
assessed equally. Deeded access lots and sites which have been granted access
across M-DOT Property will split the cost per the number of owners using the
access contiguous to Fife Lake. We estimate the cost to be $500.00 annually per
lakefront property, deeded access lot or M-DOT granted access site.
The weed control program is a private endeavor that must have 51% approval by
assessed owners in this pre-established assessment district of Fife Lake. No one
person or multiple persons will be solely responsible for the weed control
endeavor. All Fife Lake assessed lakefront owners, deeded access lot owners and
granted access sites across M-DOT property are equal participants in the
nuisance aquatic weed control including those in both Fife Lake Township and
Springfield Township. Springfield Township has a separate Special Assessment
District which includes all lakefront owners, and deeded access lot owners in
that township. Fife Lake Township due to its size will function as the primary
for the purposes of collecting and paying professional contractor fees. Fife
Lake Lakefront Property Association (FLLPOA) will function as the management
board to relieve the local township boards of the responsibility of dealing
directly with the lake treatment professional.

FUNDING THAT WILL BE USED EXCLUSIVELY TO PAY FOR THE CHEMICAL TREATMENT AND
CONTROL OF AQUATIC NUISANCE WEEDS BY A LICENSED APPLICATOR IN FIFE LAKE. ANY
COSTS INCURRED FOR PUBLIC HEARINGS SHALL BE CHARGED TO FLLPOA.
